All persons born within the borders of the United States, of citizens of the Unites States, shall be considered citizens of the Unites States. Children born outside U.S. borders, who are born to U.S. citizens in the U.S. military, who have a residence within U.S. borders, shall be considered citizens of the United States.
All persons seeking citizenship to the U.S. must conform to the standard English language and be proficient in U.S. history and government.
